codex的update_plan突然不能调用了，是昨天更新后发现的
152，默认关掉了，需要设置文件打开
看到了， The planning tool is disabled by default; enable it with tools.update_plan.enabled = true.
tools.update_plan.enabled = true
在config.toml里加入：
[tools.update_plan]
enabled = true
就行
update plan tool 没啥用
